
Four progression tracks
The pre-launch progression reveal identifies four separate level categories:

Increasing these levels can unlock additional civilians, Michael abilities, civilian starting items, cosmetics, challenge tiers, executions and more. Each category can be prestiged after its maximum level.
Challenges are a second progression layer
There are passive challenges that track automatically and progressive challenges tied to specific civilians, Michael skins and weapon types. The six story chapters also contain optional challenges that award alternate outfits and unique cosmetics.
How civilian perk cards work
- Finish matches to earn perk points.
- Spend perk points to roll for perk cards.
- Spending more on a roll can increase the chance of higher-rarity cards.
- Build decks from the cards you own.
- Equip a deck to a civilian loadout.
- Perk points can also temporarily upgrade owned cards for a set number of matches.
The system is confirmed; the launch meta is not. A “best perk” page is being held until real match data exists.

No cross-progression at launch plan
The July developer stream says crossplay is planned across platforms, but cross-progression is not currently planned. If you split time between PC and console, do not assume your profile, civilian or weapon levels will follow you.
